Course Description

This 7-hour course provides a comprehensive understanding of bias in both historical and modern real property practices. You will gain knowledge of federal fair housing and antidiscrimination laws and legal concepts like disparate treatment and disparate impact. This course also explores various forms of bias and equips appraisers with best practices for identifying and mitigating bias in the valuation process.


Course Objectives
• Provide a comprehensive understanding of real estate bias in historical and contemporary contexts
• Explore the historical role of the key players in real estate
• Examine the economic consequences of property disparities for protected classes
• Understand federal fair housing and antidiscrimination laws
• Understand the Civil Rights Act of 1866 and the Fair Housing Act, and the Equal Credit Opportunity Act
• Understand the legal concepts of disparate treatment and disparate impact
• Examine the different forms of bias
• Explore best practices for identifying and mitigating bias

Susanne Barkalow
Susanne Barkalow holds a Certified Residential Real Property License from the state of Minnesota, and the ASA and IFA designations from the American Society of Appraisers. She has been an active participant in the appraisal profession, including serving on the national Governing Board of the National Association of Independent Fee Appraisers, the Real Property Discipline Committee for the American Society of Appraisers, and on the Minnesota Appraisal Advisory Board. She is an active member of the St. Cloud Association of Realtors, serving on the education and equal opportunity committees, as well as being elected to the MLS Board, serving as President of that Board in 2022. Susanne held the Certified Distance Education Instructor (CDEI) certification. She serves on the St. Cloud Zoning Board of Appeals, the St. Cloud city Board of Review, and the Benton County Board of review and Equalization. Susanne has also served as a Commissioner for several MN counties in condemnation proceedings. Over the last 30+ years, she has taught classes for appraisers throughout Minnesota, as well as in about 30 other states. In addition, she has taught classes for Minnesota real estate agents and assessors. Susanne is a lifetime Girl Scout, chaired the Minnesota and Wisconsin Lakes and Pines Gold Award Committee, and has been active in the local Green Hatters chapter. Among her recognitions: JC Penney Golden Rule Award (for volunteer work with the local United Way), Girl Scout National Thanks Badge I (2011) and II (2021), 2016 Instructor of the Year (NAIFA), and 2017 Distinguished Service Award (St. Cloud Association of Realtors). The Barkalow family has hosted many high school exchange students, from a variety of countries, and helped organize the St. Cloud Comets, offering basketball opportunities for girls. Today, family members actively support the ALS Association, in memory of Richard.
